The Great Decisions Series is a part of the Great Decisions World Education Program.  Experts offer presentations on global issues and U.S. foreign policy.  

Today, no countries have open borders.  Who determines whether someone is a refugee or a migrant?  How have different countries reacted to migration?  How effective are the international laws, policies and organizations that have evolved to assist and protect refugees and migrants?

Alise Coen, PhD, is Associate Professor of Political Science at UW-Green Bay. Dr. Coen received her Ph.D. in Political Science and International Relations from the University of Delaware. She received her B.A. in International Relations from the Maxwell School of Citizenship and Public Affairs at Syracuse University.
